Aqua's Keyblade belongs to Aqua, one of the central protagonists in the upcoming prequel: Kingdom Hearts Birth By Sleep.
Aqua's Keyblade is somewhat similar to the design of Oblivion, and some fans have therefore connected the two characters, Aqua and Riku. The teeth on her Keyblade resemble the crown necklace that Sora wears around his neck.
Like Terra and Ven's Keyblades, it was thought to have lacked a keychain and was rumored to be a "false" Keyblade. Strangly enough in recent scans and trailers Aqua has been seen using a different Keyblade than before, with a keychain attached
In Kingdom Hearts II Final Mix, Aqua's Keyblade is seen in Xemnas's Room of Sleep, along with her armor. Xemnas talked to the armor and Aqua's Keyblade, addressing it as "friend." Why Xemnas has Aqua's Keyblade and armor is currently unknown, but may be revealed in future titles.
